## Available Expert Positions and Responsibilities

1. Liaison Expert for Setwapres, Ministry of Finance, Ministry of Population and Family Development, and Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK)
This role centers on fostering seamless inter-institutional collaboration to meet Disbursement-Linked Results (DLRs).
* Routine Inter-Agency Coordination: Maintain intensive communication with key government bodies to ensure DLRs align with official verification protocols.
* Bridgebuilding and Communication: Act as the primary conduit between Bappenas and partner ministries to relay strategic updates and resolve operational bottlenecks.
* Program Monitoring: Track the implementation progress of action plans established during project design missions and identify systemic hurdles.
* Qualifications Required:
* Minimum of a Bachelor’s degree (S1) in Public Health, Epidemiology, Nutrition, Social Sciences, Public Economics, Management, or Public Policy.
* At least 3 years of demonstrated experience in project management, planning, monitoring, and evaluation.
* Proven background in cross-ministerial coordination, with preference given to those experienced with the Vice President’s Secretariat or the Ministry of Finance.
* Proficiency in statistical and data analysis software (SPSS, Stata, or advanced Excel).
2. Environmental and Social Safeguards Specialist
This specialist ensures that all project operations strictly adhere to environmental and social sustainability frameworks.
* Safeguard Implementation: Facilitate the integration of environmental and social requirements as outlined in the Environmental and Social Commitment Plan (ESCP) and Program Action Plan (PAP).
* Grievance Mechanism Management: Oversee and analyze integrated complaint mechanisms to resolve reported issues swiftly.
* Capacity Building: Develop and conduct continuous training programs regarding the World Bank’s Environmental and Social Framework (ESF) for stakeholders and project teams.
* Qualifications Required:
* Preferably a Master’s degree (S2) in Environmental Science, Social Science, Occupational Health and Safety (K3), Anthropology, or Sociology (Bachelor’s degrees with strong relevant experience will be considered).
* Minimum of 3 years of hands-on experience in managing social and environmental issues, ideally within the health or nutrition sector.
* Familiarity with World Bank environmental and social policies.
* Strong communication skills, supported by an official English language certificate (TOEFL/IELTS).
3. Monitoring and Evaluation Expert – Support for the Ministry of Primary and Secondary Education (Kemendikdasmen)
This role is dedicated to evaluating early childhood education frameworks linked to community development.
* M&E Framework Development: Design robust conceptual frameworks, baselines, and measurable targets for the Holistic Integrative Early Childhood Education (PAUD HI) program.
* Data Analysis and Reporting: Review evaluation outputs to generate actionable insights that shape stunting reduction policies.
* Capacity Strengthening: Provide technical guidance to the Directorate of Early Childhood Education regarding evaluation methodologies.
* Qualifications Required:
* Minimum of a Master’s degree (S2) in Early Childhood Education, Management, Statistics, or Research and Evaluation.
* At least 5 years of professional experience in designing educational monitoring systems and evaluating PAUD HI programs.
* Demonstrated capability in quantitative, qualitative, or mixed-methods data analysis using statistical software.
4. Public Policy Analysis, Advocacy, and Field Mobilization Expert – Support for Kemenko PMK
This strategic advisory role drives data-driven decision-making and policy formulation for stunting prevention.
* Policy Research: Conduct advanced analysis of large-scale national nutrition surveys (such as SSGI and SKI) and surveillance data.
* Policy Brief Generation: Produce clear policy papers, briefs, and recommendations to assist ministry deputies and high-ranking officials.
* Innovation Design: Formulate creative program designs aimed at improving national nutrition outcomes.
* Qualifications Required:
* Master’s degree (S2) required in Public Policy, Public Health, or Health Statistics; a Doctorate (S3) is strongly preferred.
* Minimum of 5 years of relevant work experience dealing with nutrition and stunting within governmental or institutional settings.
* Demonstrated expertise in handling large-scale national datasets and translating complex data into visual insights.
* Active English proficiency, substantiated by a minimum TOEFL score of 550 or an IELTS score of 6.5.
