## General Requirements for Applicants

* Possess strong facilitation skills to engage government officials and local communities across village, sub-district, and regency levels, covering preparation, planning, execution, and post-execution phases.

* Demonstrate strong teamwork capabilities.
* Willing to be stationed in the project work area of the Integrated PKE Program in Lumut Nauli Village, Lumut Sub-district, Central Tapanuli Regency, for the 2026 Fiscal Year, and willing to reside on-site.
## Core Duties and Responsibilities by Role
1. Team Leader
* Provide regular reports to the Commitment Making Official (PPK) to facilitate prompt decision-making, including rehabilitation tasks and preliminary engineering works.
* Coordinate all experts and support staff, inspect field operations, and issue written clarifications to construction service providers regarding contract expectations.
* Conduct socialization and community facilitation throughout the execution of the Integrated PKE Program.
* Monitor contractor compliance with contract documents, specifications, and approved construction methods.
* Review work drawings and quantity calculations prior to project execution.
* Conduct routine inspections, evaluate physical and financial progress, and recommend the acceptance or rejection of substandard materials and works.
2. Water Supply and Sanitation Expert
* Apply construction service regulations, occupational health and safety (HSE), environmental management, and quality control standards.
* Prepare and execute commissioning activities for pipeline networks and sanitation facilities.
* Inspect sanitation and water supply sites, ensuring contractors fully adhere to contractual specifications.
* Evaluate daily progress schedules and assist the Team Leader in reviewing measurement quantities and monthly payment verifications.
* Oversee the preparation of as-built drawings prior to provisional handover.
3. Roads and Building Structures Expert
* Supervise structural construction activities and implement relevant HSE and environmental policies.
* Execute commissioning procedures for structural works and draft operational testing reports.
* Review structural shop drawings, analyze construction methodologies, and perform regular field inspections.
* Evaluate work progress against schedule milestones and provide technical recommendations to the Team Leader.
4. HSE / Construction Safety Expert
* Enforce construction safety requirements to ensure orderly execution of the project.
* Supervise the implementation of the Construction Safety Management System (SMKK).
* Collaborate with the contractor's HSE engineer to identify hazards, assess risk probabilities, and formulate preventive and corrective safety programs.
* Monitor environmental management implementations and manage documentation related to occupational health and safety incidents.
5. Support Staff: Inspectors and Supervisors
* Verify work readiness and inventory structural and pipeline inspection equipment.
* Conduct periodic site visits and evaluate material samples (mock-ups) submitted by contractors.
* Record daily findings, document progress, identify safety hazards, and report discrepancies directly to the Team Leader or relevant Experts.
6. Support Staff: Secretary
* Manage, organize, and archive correspondence, reports, and team study documents.
* Prepare administrative data and coordinate schedules, meeting agendas, and room arrangements.
* Facilitate internal information distribution and external communication channels.
7. Support Staff: Administrator
* Record and archive project documentation, including contracts, shop drawings, minutes of meetings, and handover records (BAST).
* Maintain structured incoming and outgoing correspondence flows.
* Assist in tracking daily, weekly, and monthly progress milestones for team review.
8. Support Staff: Drafter
* Review working drawings regarding dimensions, material specifications, and installation methods.
* Assist in compiling final as-built drawings reflecting actual site conditions.
* Update blueprints based on coordination updates and ensure alignment with technical safety standards and building regulations.
